Config Setup Quick question

Hey folks,

I was curious to know, is it normal that after I've moved my 3.cfg file to the Twiddler Drive and unplugged the USB that when ever I set my config to read 3, it stills types a,b,c just like the default has with the following setup:

My expectation is that it wouldn't be typing anything.

I came to the conclusion that if you do not override the key, from my tests, it takes the generic ones. I could be wrong, but this is what I got to. So after setting each key, to programmable buttons, then it stopped typing those letters.
